Arcata to fine tune new smoking bans: Questions raised about APD's ability to enforce stricter rules

 The Times-Standard During its meeting on Wednesday, the Arcata City Council decided to drop two of the seven proposed revisions to the city's current smoking prohibitions -- smoking within private areas in multi-units housing and options for tobacco-free educational programs.
